CEBU CITY -- All the back-up vote counting machines (VCM) in Mandaue City, Cebu had already been used. This after they replaced 24 VCMs which bogged down in the different polling precincts in the city. "Most of the VCMs bogged down due to overheating," said Mandaue Election Officer Edwin Cadungog. Although all their back-up VCMs were already used, Cadungog said this would not be a problem since the technicians were already working on the machines which could be fixed by letting them rest.
