MANILA, Philippines -- The country's poll body expects that at least 80 percent of all polling precincts would open on election day on time without encountering any problem. Commission on Elections (Comelec) Spokesperson James Jimenez said this with confidence on Sunday as the country prepares for the national and local elections set on Monday.
