MANILA, Philippines -- The explosions in Cotabato City and in Datu Odin Sinsuat, Maguindanao were not election-related, the Philippine National Police (PNP) assured Monday afternoon. PNP chief Gen. Oscar Albayalde explained that the explosion incidents "have no connection with the elections."
