MANILA, Philippines -- Philippine National Police (PNP) chief General Oscar Albayalde on Monday stressed that police officers assigned at checkpoints shouldn't be blamed for the broken Commission on Elections (Comelec) seal of one of the vehicles used to deliver election materials.
