CEBU CITY -- Armed men were reported roaming the city's mountain villages, telling villagers not to vote. In Barangay Sudlon II in Cebu City, some residents were afraid to cast their votes after some armed men fired shots in the village past 9 p.m. on Sunday. "Some of them were afraid to go to their polling precincts. They do not want to vote anymore," said Sudlon II Barangay Captain Precillo Albores.
