MANILA, Philippines -- Police arrested two unruly Chinese nationals early Monday morning after speeding past a checkpoint in Binondo, Manila. Manila Police District (MPD) Station 11 officers arrested Cai Fang Bin and Man-Man Chen along C.M. Recto Avenue corner Sanchez Street at around 2:20 am. MPD Station 11 commander Police Lt. Col.
