MANILA, Philippines --- The House of Representatives on Tuesday approved on second reading a bill granting renewable energy distribution franchise to Solar Para Sa Bayan Corporation. Solar Para sa Bayan Corp. (SPSB) is a solar energy provider founded by Leandro Leviste, son of Senator Loren Legarda.
