MANILA, Philippines - No small-town lottery (STL) authorized agent corporations (AACs) has so far complied with President Rodrigo Duterte's conditions for its resumption, Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma said Tuesday.
