Shibuya's famed Halloween party got a little out of hand when revelers toppled a truck over and damaged it. The area around Shibuya's famous Scramble Crossing has earned a reputation for the annual and unofficial street party held to celebrate Halloween. Apart from the many costumed individuals, this year saw a rowdier celebration, during which a white truck got toppled by a group of partying youth. At the same time, local police made several arrests of people allegedly groping women's breasts and taking upskirt photos. There were also cases of assault, as reported by NHK News via SoraNews24. Nurse going on trial in Germany over 100 patient deaths

BERLIN --- A nurse serving a life sentence for two murders went on trial Tuesday on charges that he killed a further 100 patients at two hospitals in Germany. The murder charges against Niels Hoegel, 41, stem from his time at a hospital in the northwestern city of Oldenburg between 1999 and 2002 and at another hospital in nearby Delmenhorst from 2003 to 2005. Hoegel was convicted in 2015 of two murders and two attempted murders. During that trial, he said he intentionally brought about cardiac crises in some 90 patients in Delmenhorst because he enjoyed the feeling of being able to resuscitate them. About 69 passengers and six crew of a distressed motorboat were rescued on Tuesday in Cebu,the Philippine Coast Guard (PCG) said. PCG's investigation showed that the distressed motorboat "Meme 5" departed Cordova Port bound for Getafe in Bohol at around 7 a.m. on Oct. 30. The boat, however,encountered engine trouble off Gilutungan in Cordova, Cebu. The PCG found that the the motorboat's hull was damaged, which caused it to be "half submerged."
