MANILA, Philippines -- The House interparliamentary relations and diplomacy panel approved on Tuesday a resolution supporting the withdrawal of the Philippines as a member of the Inter-Parliamentary Union (IPU), which Speaker Gloria Macapagal-Arroyo has backed.
