MANILA, Philippines --- A magnitude 4.5 earthquake struck Cotabato province on Wednesday, which the Philippine Institute of Volcanology and Seismology (Phivolcs) said is an aftershock of the magnitude 6.3 temblor that hit southern Mindanao on October 16.
