LUCENA CITY -- Two ex-convicts released through the Good Conduct Time Allowance (GCTA) law surrendered separately to the police in Tiaong and Mauban towns in Quezon province on Saturday, police said. Santiago Carugal, 46, a resident of Barangay (village) Lusacan, Tiaong; and Danilo Almacen, 58, a resident of Barangay Lual Barrio in Mauban, voluntarily surrendered themselves, Col. Audie Madrideo, Quezon police chief, said in a report. Carugal was convicted in 2000 on charges of robbery with homicide and was released on February 26, 2019.
