MANILA, Philippines---Two convicts freed by virtue of the controversial Good Conduct Time Allowance (GCTA) law have expressed readiness to surrender to Senate President Vicente "Tito" Sotto III. Sotto himself revealed this in an interview on DZMM on Wednesday. "Hindi ko alam kung bakit kelangang sa akin pa su-surrender o bakit sa amin pa sa Senado su-surrender.
