LEGAZPI CITY ---- The body of an unknown victim was found with a head that was "totally burned" and without lower garments in the town of Sagay in Camarines Sur on Monday morning. Sagay police initially thought that the body was dumped at the roadside in Sitio (sub-village) Rawis in Patitinan village, but a bullet shell was discovered near the body, leading police to believe that the victim may have been killed in the area, municipal administrator Marjun San Felipe told Inquirer.
