MANILA, Philippines - President Rodrigo Duterte will not certify as urgent the Sexual Orientation, Gender Identity, and Gender Expression (SOGIE) Equality Bill, Malacaang said Wednesday.   "What he meant was an anti-discrimination bill, not the SOGIE bill.
