MANILA, Philippines --- The southwest monsoon or "habagat" will affect Northern and Central Luzon on Sunday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said. In its morning forecast, Pagasa said that Metro Manila, Central Luzon, Ilocos Region, Cordillera Administrative Region, and Cagayan Valley would have cloudy skies with scattered rain showers and thunderstorms.
