MANILA, Philippines - President Rodrigo Duterte has declared September 20 as a special non-working day in Dingras town in Ilocos Norte to celebrate the birth anniversary of Girl Scout of the Philippines founder Josefa Llanes Escoda. Executive Secretary Salvador Medialdea, by authority of President Rodrigo Duterte, signed Proclamation No. 814 on September 17. Escoda, who was born in Dingras, founded the Boy's Town in Manila for underprivileged youth in 1937 and the Girl Scouts of the Philippines in 1940.
