LEGAZPI CITY, Philippines --- Thousands of passengers and sea vessels were stranded at different ports in Bicol due to Typhoon Tisoy. Lt. Junior Grade Excelsior Abenoja, operations officer of Philippine Coast Guard Bicol, said in a report that as of 8 a.m. Sunday, there were 1,640 stranded passengers in Matnog Port and 109 in Pilar Port in Sorsogon. In Albay, at least 140 were stranded in Pio Duran Port and 47 in Tabaco City Port.
