MANILA, Philippines --- Tropical Cyclone Wind Signal (TCWS) No. 2 is now up over three provinces despite the slight weakening of Typhoon Tisoy on Sunday, the state weather bureau said. Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) hoisted TCWS No. 2 in Catanduanes, Northern Samar, and Eastern Samar.
