MANILA, Philippines --- Umbrellas and raincoats are needed this Sunday as the northeast monsoon or "amihan" and Intertropical Convergence Zone (ITCZ) will bring rains over the country, state weather bureau said. In a 4 a.m. weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the northeast monsoon will affect Northern and Central Luzon. Pagasa also said the low pressure area (LPA), which left the Philippine Area of Responsibility on Saturday, reentered and is now inside the ITCZ.
