MANILA, Philippines - Tropical Storm Quiel (international name: "Nakri") has slightly intensified Wednesday morning and may develop into a severe tropical storm in the next 24 hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
