MANILA, Philippines --- President Rodrigo Duterte has reportedly approved the suggestion of Foreign Affairs Secretary Teodoro Locsin Jr. that Philippine Embassy in Tripoli Charg d'Affaires Elmer Cato be named ambassador to Libya.
