MANILA, Philippines --- The northeast monsoon or "amihan" will bring rains in Northern Luzon on New Year's Day, the state weather bureau said Wednesday. In its weather bulletin, Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Cagayan Valley Region, Apayao, Kalinga, Mountain Province, Ifugao, Aurora, and northern Quezon will have cloudy skies with scattered rains and isolated thunderstorms.
