Slow traffic on NLEx’s Balintawak southbound lane on Rizal Day morning

  MANILA, Philippines -- Motorists heading south on the North Luzon Expressway (NLEx) should brace for heavy traffic upon reaching the southbound area of Balintawak, going through EDSA.   According to the NLEx's live monitoring system, vehicles at the said location have been slow-moving as of 10:45 a.m. of Monday, Rizal Day. This is partly due to the construction of the Skyway connector ramp, leaving only three lanes available and causing a bottleneck.   But traffic flow for the rest of the NLEX's entry and exit points, including the northbound Balintawak Toll Plaza, the Mindanao Avenue exit, the Karuhatan exit in Valenzuela City, and the Bocaue Toll...
