MANILA, Philippines -- Motorists heading south on the North Luzon Expressway (NLEx) should brace for heavy traffic upon reaching the southbound area of Balintawak, going through EDSA. According to the NLEx's live monitoring system, vehicles at the said location have been slow-moving as of 10:45 a.m. of Monday, Rizal Day. This is partly due to the construction of the Skyway connector ramp, leaving only three lanes available and causing a bottleneck.
