MANILA, Philippines --- Cagayan, including Babuyan Islands, Isabela and Apayao are expected to experience cloudy with scattered rains and thunderstorms on Saturday, the state weather bureau reported. This as the tail-end of a cold front affects the eastern portion of Northern Luzon, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said in its daily weather forecast.
