MANILA, Philippines --- A portion of Roxas Boulevard in Manila will be closed to vehicular traffic on Sunday, Dec. 8, to make way for the Philippine Red Cross' (PRC) Million Volunteer Run (MVR). Manila District Traffic Enforcement Unit (MDTEU) on Saturday announced that the southbound lane of Roxas Boulevard from Katigbak Drive to P.
