MANILA, Philippines --- The service of the Light Rail Transit Line 1 (LRT-1) experienced delays on Thursday morning due to technical glitches.The LRT-1 had to implement a 15-kilometer per hour (kph) speed limit about 9 a.m. as technical issues hounded the southbound portion of the Edsa station. "Technician is already on board working the fault of affected LRV.
